Conference Final Declaration

The fourth Cairo Conference is taking place at the time of important and dangerous developments in the struggle against Imperialism and Zionism. In Iraq the armed resistance is continuing to spread against The American and British occupation and their agents, and the puppet government is becoming more and more paralyzed and isolated. But at the same time the occupation is persistently trying to instigate tensions between Sunnis and Shiites in an attempt to weaken the resistance, change its course and damage its image.

In Palestine and despite the daily killing and blockade by the Zionist army, the Palestinian people have again proved in the last elections that their choice is that of struggle and resistance. The Hamas victory was not only a painful lesson to the Zionists and to the Americans, but also to the Arab regimes that had hoped for the Palestinian people to surrender. But the Palestinian people today are facing major challenges. The Zionists are continuing to build their Wall and in transforming Gaza and the West Bank cities into large prisons and are escalating their attacks and crimes against the Palestinians. The American administration and its European allies are threatening to starve the Palestinian people by cutting financial aid, and the Arab regimes are putting all the pressure they can on the Hamas government to try to force it to make concessions. All these forces are today conspiring against Hamas with a single aim and that is to disarm the resistance, recognize the Zionist state and accept a peace process that has achieved nothing for the Palestinian people during the last two decades.

The Palestinian people will continue in its struggle and Hamas will be able to withstand the pressures and challenges. But to do that requires a new wave of support and solidarity, particularly from the Arab and Muslim people. However we cannot separate such a task from the struggle of the Arab and Muslim people for democracy and freedom. The Arab regimes are a major obstacle with their corruption, their neo liberal policies and their alliance with American and Zionist strategies and interests. But these regimes are today facing a growing anger against their policies and their repression. Perhaps the success in Latin America of mass movements in rejecting American hegemony and neo-liberal policies proves that they are not everlasting and that history has not ended as our enemies claim.

But we face major challenges: The American administration is threatening to widen the war to include Iran and Syria. The Zionists are threatening to impose borders that would swallow most of the West Bank and all of Jerusalem. And the Arab regimes, despite their weakness, continue to fill the jails and carry out orders from Washington and Tel Aviv. In confronting these challenges, the following resolutions and recommendations were made at the fourth Cairo Conference:

On Iraq

1. Developing a people’s strategy in the Arab world to challenge American and Zionist occupation.
2. Activate Boycott against American and British Products
3. Working against the threats to widen the war (Iran and Syria)
4. Spreading the culture of resistance and breaking the siege on the Iraqi resistance and calling on neighboring countries to support the legitimate Iraqi resistance
5. Regarding the Iraqi resistance the sole representative of the Iraqi People, and ensuring the independence and unity of Iraq
6. Activating campaigns to assist and help the victims of the occupation and send medicine and other forms of aid and forming committees for the support of the Iraqi resistance.
7. Organize regular demonstrations against the occupation of Iraq, and opposing sending any other forces to Iraq

On Palestine

1. No concessions regarding recognition of the Zionist state and calling on all Palestinian factions to activate the decisions their meeting in Cairo in March 2005 regarding the rebuilding of the PLO on new political and organizational basis that ensure the interests of the Palestinian People and their national unity.
2. Making clear that our fight is against Zionism and not Judaism.
3. No concessions on the main national demands (Jerusalem, borders, refugees…)
4. The occupation continues despite the withdrawal from Gaza.
5. Hamas has the mandate to continue its policy of resistance, and calling on the Palestinian factions to participate actively with the new Palestinian government
6. No retreats on the resistance project and no condemnation of suicide attacks.
7. Developing the methods of Palestinian resistance.
8. Activating the economic and political boycott of the Zionist state.
9. Moving from simple aid from Arab and Muslim people to actual participation in the struggle
10. A donations project from the Arab people for support of Palestinian resistance.
11. Activating all forms of solidarity with the resistance.
12. Opposing any attempt to activate the Arab peace initiative or add the road map to it, and demand from the Arab summit to call on all Arab government to sever all relations with the Zionist entity and calling on them to increase their aid to the Palestinian government

On Democracy

1. Calling for a new Arab movement for change.
2. 25th of May an international day of solidarity with the Egyptian people
3. Activating all possible forms of coordination between different democracy movements
4. Forming a solidarity committee that includes all political forces to the support the Judges, Journalists, Lecturers and Students

On Threat against Iran and Syria

1. Campaigns and movements against the American escalation towards Iran and Syria.
2. Forming an international alliance to support resistance and prevent the war on Iran and Syria.
3. Popular pressure to get rid of American bases in our region
4. Agreeing on an international day of solidarity with Iran and Syria against U.S threats (the 6th of May 2006).
5. Support Lebanese national dialog, and support the Lebanese resistance against the Zionist occupation and opposing the American and Western interpretation of Security Council Resolution 1559

Finally, the participants strongly condemn the denying entry of Mr. Abdul Majid Zuneibat, former Sectary of the Muslim Brotherhood in Jordan
And strongly condemn the Egyptian authorities’ refusal to grant entry visas to the following guest of the conference

• Dr. Mohamed Al-Obeidy
• Dr. Salem Al-Azawi

The participants decided to continue their coordination with all the peace and anti-war and anti-Zionist movements and campaigns, throughout the world, especially in Latin America and calling on them to put pressure on their governments to change their policies on the Palestinian question and supporting the democratic choice of the Palestinian People.

Finally the organizing committee is asked to follow-up on implementation of these resolutions and report to the Cairo Fifth Conference

The conference adopted the call for solidarity with Iran

Call for international coordinated action to stop the war against Iran before it starts

We, the organizations, institutions, initiatives, individuals participating at the 4th Cairo Conference

• express our solidarity with the people of Iran who are threatened with war by the US administration and its allies.
• express our determination to do whatever is possible to stop this escalation of the war –an escalation which will inevitably lead to a humanitarian and environmental catastrophe- to stop the war before it starts.

We call for an international day of action against the preparations for a military attack against Iran on the 6th of May, thus coordinating are actions with the European Movements and the 4th European Social Forum who will be demonstrating on this day against the war, in Athens, Greece.

Should, nevertheless, the war start we call for mass antiwar activities including demonstrations, strikes, school and university occupations, closures and blockades the next day after the first bomb has been dropped on Iranian soil.

Con la Resistencia en Palestina e Irak. Contra la globalización, el imperialismo y el sionismo

Declaración Final de la Conferencia

La cuarta conferencia del Cairo tiene lugar en un momento de acontecimientos importantes y peligrosos en la lucha contra el imperialismo y el sionismo. En Irak la resistencia armada continúa extendiéndose contra la ocupación estadounidense y británica, así como contra sus agentes, y el gobierno títere queda cada vez más paralizado y aislado. Pero a la misma vez la ocupación persiste en sus intentos de fomentar tensiones entre suníes y chiítas en una tentativa de debilitar a la resistencia, cambiar su rumbo, y dañar su imagen.

En Palestina, a pesar de los asesinatos y los bloqueos diarios por parte del ejército sionista, el pueblo palestino ha demostrado, otra vez, en las últimas elecciones que su opción es la de la lucha y la resistencia. La victoria de Hamas fue una lección dolorosa no sólo para los sionistas y los estadounidenses, sino también para los regímenes árabes que habían esperado que el pueblo palestino se rindiese. Pero también el pueblo palestino se enfrenta hoy a grandes retos. Los sionistas siguen con la construcción de su muro y con la transformación de las ciudades de Gaza y Cisjordania en grandes cárceles, así como están aumentando sus ataques y crímenes contra los y las palestinas. La administración estadounidense y sus aliados europeos amenazan al pueblo palestino con el hambre, al recortar la ayuda financiera, y los regímenes árabes ejercen toda la presión que pueden contra el gobierno de Hamas para intentar obligarle a hacer concesiones. Todas estas fuerzas hoy están conspirando contra Hamas con un único objetivo, desarmar a la resistencia, reconocer al Estado sionista y aceptar un proceso de paz que no ha logrado nada para el pueblo palestino a lo largo de las últimas dos décadas.

El pueblo palestino continuará en su lucha y Hamas podrá hacer frente a las presiones y los desafíos. Pero para lograr esto requiere de una nueva ola de apoyo y solidaridad, especialmente desde la gente árabe y musulmana. Sin embargo, no podemos separar esta tarea de la lucha del pueblo árabe y musulmán por la democracia y la libertad. Los regímenes árabes son un obstáculo importante por su corrupción, sus políticas neoliberales y su alianza con los intereses y estrategias estadounidenses y sionistas. Pero estos regímenes se enfrentan hoy a una creciente rabia contra sus políticas y su represión. Quizá el éxito en América Latina de los movimientos de masas, al rechazar la hegemonía estadounidense y las políticas neoliberales, demuestre que éstas no son eternas y que la historia no ha terminado, como dicen nuestros enemigos.

Pero nos enfrentamos a grandes desafíos: la administración estadounidense amenaza con ampliar la guerra para incluir a Irán y Siria. Los sionistas amenazan con imponer fronteras que se tragarían la mayor parte de Cisjordania y toda Jerusalén. Y los regímenes árabes, a pesar de su debilidad, siguen llenando las cárceles y cumpliendo con las órdenes de Washington y Tel Aviv. Al enfrentarnos a estos retos, se han acordado en la cuarta Conferencia Internacional del Cairo las siguientes resoluciones y recomendaciones:

Sobre Irak:

1. Desarrollar una estrategia popular en el mundo árabe para desafiar a la ocupación estadounidense y sionista.
2. Activar un boicot contra productos estadounidenses y británicos.
3. Trabajar contra los intentos de ampliar la guerra (Irán y Siria).
4. Extender la cultura de la resistencia y romper el estado de sitio contra la resistencia iraquí, así como llamar a los países fronterizos a que apoyen a la legítima resistencia iraquí.
5. Reconocer a la resistencia iraquí como el único representante del pueblo iraquí, y asegurar la soberanía y la unidad de Irak.
6. Activar campañas para socorrer y ayudar a las víctimas de la ocupación y enviar medicamentos y otras formas de ayuda, así como formar comités de apoyo a la resistencia iraquí.
7. Organizar regularmente manifestaciones contra la ocupación de Irak, y oponernos al envío de nuevas fuerzas a Irak.

Sobre Palestina

1. Ninguna concesión respecto al reconocimiento del Estado sionista y llamar a todas las facciones palestinas a que pongan en práctica las decisiones de su encuentro en Cairo, en marzo de 2005, respecto a la reconstrucción de la OLP sobre nuevas bases políticas y organizativas que aseguren los intereses del pueblo palestino y su unidad nacional.
2. Dejar claro que nuestra lucha se dirige contra el sionismo y no contra el judaísmo.
3. Ninguna concesión en las demandas nacionales principales (Jerusalén, fronteras, refugiados…).
4. La ocupación continúa a pesar de la retirada de Gaza.
5. Hamas tiene el mandato para continuar con su política de resistencia, y llamamos a las facciones palestinas a que participen activamente con el nuevo gobierno palestino.
6. Ninguna retirada en el proyecto de resistencia y ninguna condena a los atentados suicidas.
7. Desarrollar los métodos de la resistencia palestina.
8. Activar el boicot económico y político al Estado sionista.
9. Pasar de la sencilla ayuda por parte del pueblo árabe y musulmán a la participación efectiva en la lucha.
10. Un proyecto de donaciones desde el pueblo árabe para apoyar a la resistencia palestina.
11. Activar todas las formas de solidaridad con la resistencia.
12. Oponernos a cualquier intento de activar la Iniciativa árabe de paz o de añadir la Hoja de Ruta a ésta, y llamar a la cumbre árabe a que solicite a todos los gobiernos árabes que rompan todas las relaciones con la entidad sionista y que aumenten su ayuda al gobierno palestino.

Sobre la Democracia:

1. Llamar a la creación de un nuevo movimiento árabe por el cambio.
2. Declarar el 25 de mayo como día internacional de solidaridad con el pueblo egipcio.
3. Activar todas las formas posibles de coordinación entre los diferentes movimientos por la democracia.
4. Formar un comité de solidaridad que incluya a todas las fuerzas políticas para apoyar a los jueces, periodistas, profesores y estudiantes.

Sobre la amenaza contra Irán y Siria

1. Crear campañas y movimientos contra la escalada estadounidense contra Irán y Siria.
2. Formar una alianza internacional para apoyar la resistencia y prevenir la guerra contra Irán y Siria.
3. Presión popular para expulsar a las bases militares estadounidenses de nuestra región.
4. Acordar un día internacional de solidaridad con Irán y Siria frente a las amenazas de EEUU (6 de mayo de 2006).
5. Apoyar el diálogo nacional libanés, y apoyar a la resistencia libanesa contra la ocupación sionista y contra la interpretación estadounidense y occidental de la Resolución 1559 del Consejo de Seguridad.

Finalmente, los y las participantes condenamos fuertemente la negación de entrar a Sr. Abdul Majid Zuneibat, antiguo Secretario de los Hermanos Musulmanes de Jordania.
Y condenamos fuertemente la negación de las autoridades egipcias a otorgar visados a los siguientes invitados a la Conferencia:

• Sheikh Majid Al-Qaoud
• Dr. Mohamed Al-Obeidy
• Dr. Salem Al-Azawi

Los y las participantes acordaron mantener su coordinación con todos los movimientos y campañas por la paz, contra la guerra y contra el sionismo, en todo el mundo, y especialmente en América Latina, y los llamamos a que presionen a sus gobiernos para que cambien sus políticas respecto a la cuestión palestina y que apoyen la decisión democrática del pueblo palestino.

Finalmente se pide al comité organizador que haga un seguimiento de estas resoluciones y que informe a la Quinta Conferencia Internacional del Cairo.

La Conferencia acordó la siguiente llamada para la solidaridad con Irán:

Llamada por la acción coordinada internacional para parar la guerra contra Irán antes de que empiece

Nosotros, las organizaciones, instituciones, iniciativas, e individuos que participamos en la 4ª
Conferencia Internacional del Cairo:

• Expresamos nuestra solidaridad con el pueblo de Irán que está amenazado con la guerra por parte de la administración estadounidense y de sus aliados.
• Expresamos nuestra determinación a hacer todo lo posible para parar esta escalada de guerra —una escalada que llevaría inevitablemente a una catástrofe humanitaria y medioambiental— para parar la guerra antes de que empiece.

Llamamos a un día internacional de acción contra los preparativos de un ataque militar contra Irán el 6 de mayo, así como debemos coordinar nuestras acciones con los movimientos europeos y con el 4º Foro Social Europeo que estará manifestándose ese día contra la guerra en Atenas, Grecia.

Si, no obstante, la guerra empieza, llamamos a hacer acciones masivas contra la guerra, incluyendo manifestaciones, huelgas, ocupaciones de las escuelas y las universidades, cierres y bloqueos el día siguiente de que caiga la primera bomba sobre territorio iraní.

No a la guerra contra Irán
